Warrnambool is a regional city council in South West Victoria with a population of 34,000 within a municipal area of just 120km2. Council owns around 400 buildings distributed throughout the municipality. These buildings range from relatively large commercial facilities to small public amenity buildings and BBQ shelters. Council’s Asset Management Plan identifies a 5 year cycle for undertaking a comprehensive Building Condition Assessment. This complete inspection was last undertaken in early 2013.
The aim of the project is to:
- Update building condition and performance data and identify maintenance requirements.
- Inform the Council as to the performance of the assets over time.
- Identify the current (5 year) requirement for asset renewal through specific works programs.
- Forecast the future (5-25 year) requirements for asset renewal.
- Provide information to support a revaluation to fair value for all assessed assets.
- To asses buildings for risk exposures using an industry standard inspection checklist for insurance purposes.

Warrnambool City Council is seeking quotations from arborists and industry experts for the undertaking of a Tree Risk Assessment to improve Council’s management of tree assets by providing accurate and comprehensive information regarding the condition, risk exposure and maintenance requirements of public trees.
The successful contractor will be required to undertake the following project components:
- Undertake physical inspection of all trees listed (Appendix B). This includes street trees and trees deemed to be of high importance on council properties such as kindergartens and reserves, and those not inspected since 2017.
- Confirm attribute information including an assessment of condition and risk rating for each tree and any remedial works required (Appendix E).
- Undertake a QTRA inspection on each asset - assessing risk to persons and potential impact to any Council, private or other authorities’ infrastructure (eg: roads, footpaths, powerlines, pits, fences), along with recording any damage that has already occurred.
- Update Council’s GIS layer of tree locations (provided) and return in a compatible format (MGA GDA94 Zone 54).
- Assess if species are appropriate, and recommend an alternative if they are not.
- Council’s unique Asset ID’s will be provided and are to be retained against each record (Appendix F).
- Trees in Lake Pertobe which have not previously been captured are to be assessed.
- Provide all attribute information in a format compatible with Council’s asset management system (Conquest), and existing trees data
- All works undertaken and recommended shall comply with Council’s Street Tree Planting and Management Policy and Guidelines.
- Identification of vacant sites is not in scope, however removed trees/records should be recorded as such.

The project has been identified as part of Council's capital upgrade drainage priorities. The drainage works include the construction of drainage line with soak pits in accordance with Warrnambool City Council’s Design Guidelines and the Infrastructure Design Manual (IDM).
The services includes the construction of storm water soakage pits to store flow from a 1 in 5 year flood event along Botanic Road opposite no 22, in line with the detailed design plans (Refer Appendix B). These works include:
- Construction Management Plan
- Details of Public Safety, Amenity Considerations and Site Security,
- Traffic Management Plan,
- Environmental Management Plan (EMP),
- Construction Program,
- Evidence of relevant Council approvals and insurance required to undertake works,

Supply and lay Plastream/B-max pipes in trench, including excavation, bedding, jointing of pipes and backfilling as specified in detail on construction plans sheet C2, including removal of excess material from site.

- Site Reinstatement - Removal of all debris and supply and place minimum 150mm depth topsoil and seed to all areas of landscape infill.

Warrnambool City Council is seeking quotations for the provision of drainage condition inspection services via CCTV camera inspections.
The aim of this project is to improve Council’s management of drainage assets by providing accurate information regarding the condition of stormwater drainage pipes to inform capital renewal projects and minimize risks.
The successful contractor will be required to undertake the following project components:
- Visual inspection via CCTV of lines identified in Appendix B. This area is about 2.2km2 of West Warrnambool and was chosen based on the high instances of critical pipes.
- Provide structural and serviceability scores for each inspected pipe in accordance with WSAA / WinCan coding.
- Any newly found drainage infrastructure (including pits) should be provided to council in a GIS ready format (projection GDA94 Zone 54).
- The diameter and material should also be recorded for newly found pipes. These will then be imported into Council’s AMS.
- Some identified pipes are quite short, and although they also need a condition score, it may be possible to score them from the end of an existing line without re-deployment of the camera.
- Cleaning or jetting of lines is not to be included in the scope. If there is severe debris, the inspection should be abandoned and the reason noted.
- Where pipes are found to contain obstructions that prevent completion of a useful survey, Council’s contact should also be notified to coordinate a rectification action with the Municipal Depot.
- Provide all traffic management as required for working in and near through traffic lanes.
